Permanent disconnection or installation only
 
This form is to advise Townsville City Council when pedestals are permanently installed or permanently disconnected from an existing commercial property. As Council's utility charges are calculated in part on the number of pedestals on a property, removing or adding pedestals will have an impact on the utility charges payable by the property owner.
 
The installation of pedestals must be carried out under a Form 1 or as notifiable works, as appropriate. The disconnection of pedestals must be carried out under a Form 1, or as notifiable works or as minor works as appropriate. Please discuss these matters with your plumber.
 
This form is not to be used if the work has been carried out under a Form 1 process.

The installation or removal of a pedestal must be carried out by a Queensland licenced plumber in accordance with the requirements of the Plumbing and Drainage Act 2018. The licenced person will be contacted about the work they have performed.

Required number of pedestals for property use
Properties are required to have a certain number of pedestals depending on the use of the property. It is the owner’s responsibility to remain compliant regarding the number of pedestals that may be required, due to (for example) a condition of a building approval. A building certifier should be consulted regarding this matter.
Contact person for property access
Because the number of pedestals on a property affects the amount of property utility charges payable, Council's Rates area may sometimes require an inspection of the property by a Council Officer. Please provide a contact person for property access if this is required.
Declaration by owner
By submitting this form to Council, you confirm that  pedestals have been disconnected or installed as described on this form at the property listed above, and that the number of pedestals remaining is compliant with the requirements of the Building Act 1975 and associated legislation/codes for the lawful use of the property.
