We support a range of commercial activities in Council spaces including parks and roadsides. Commercial activities contribute to our vibrant growth and provide opportunities for our community.

An activity is commercial if it involves the exchange of goods or services for a fee, or promotes a business activity or entity, such as:

Personal Training and fitness activities
Mobile food trucks, drink vans and stalls
Animal training and services
Leisure activities, events and tours and
Recreational equipment hire.

Completed applications will be assessed by Council and if successful an invoice will be sent for any relevant fees and a Permit Card will be issued to you.

Please note the following:

You cannot start commercial activities or events in a Council area until a signed agreement has been returned to CommercialPermits@townsville.qld.gov.au
Ensure the application is complete with all supporting documents prior to submission. Applications can be delayed if supporting documentation is missing.
Submit your application 30 business days before commencement of trade to allow your application to be processed.

Supporting Documentation

Certificate of Currency - Public liability insurance to the value of $20 000 000.00. Townsville City Council must be listed as an interested party and if applicable, professional indemnity to the value of $10 000 000.00

Risk Management Plan - Please complete the Risk Assessment form and upload here.

Environmental Management Plan - Where the use is likely to impact the environmental values of a site, an Environmental Management Plan must be submitted to the satisfaction of Council. This should include considerations for proposed routes/areas of use, efforts to protect animal life, plant life, soil from erosion, historical or cultural heritage items, minimisation of material pollution, minimised impact on visual amenity, and efforts to reduce noise nuisances.

Written consent and a statement of support may be requested. If you are wanting to operate on a leased sports field or the proposed local government controlled area is beside a business or residential property.

Additional permits, licenses, permissions and approvals required for the proposed activity such as: First aid certificate, Blue card, Maritime permits, Skydive permits, GRMPA permits, Nationally recognised qualification issued in accordance with the Australian Qualifications Framework (e.g. Professional trainers)
